I haven't used apple music since 2019. I recently resubscribed again and none of my playlist from 2 years ago restored. I turned on Library Sync and none of the playlist or songs have been restored. Is there a way to restore my old playlists and songs or are they lost forever?

Once you cancel your subscription, there is no guarantee if or for how long your music library will be retained. After 2 years, I'm sure it is gone. You will have to start from scratch. Sorry.
