It’s a known issue, to which there is currently no known workaround.

My IPad 11 Pro’s screen started stuttering when I scrolled and caused me great anguish for 3 days. However, it seems to have stopped, and it could be due to one of two things: I drained the battery down to almost 0 and then fully recharged it. I also disabled the dictation microphone. I am not sure which action stopped the stuttering, but I am very relieved! I am keeping my fingers crossed.
I have the same problem after updating my iPad Pro 11” to OS14.4, this is my post “iPad OS 14.4 Scrolling isn’t smooth Does not feel like before” I have submitted the bug report to Apple too.
After updating to 14.4.1 nothing has changed.
I am so disappointed that I made the latest 14.4 update.
My iPad Pro 11” was the most beautiful and powerful Apple product I have ever had and now it feels like faulty!

If you are recalibrating the battery charge indication, then complete discharge is the only method to do so, but should be done with caution. New (or relatively new) devices batteries may be sufficiently healthy to reduce the risk of battery failure.
Older devices may have batteries that, though regular use, are approaching the end of their usable life; if fully discharged, they may not recover. As such, total discharge carries an elevated risk of total battery failure.
If intending to fully discharge a Li-ion battery, you would be well advised to monitor the discharge process - and initiate an immediate recharge as soon as the device shuts-off. The only practical means of achieving this is to discharge through active use of the device - where the point of shut-down is immediately obvious to the operator.
Setting aside a device with the intention of fully discharging the battery is inadvisable. Doing so risks an unobserved shut-down, subsequent to which may result in natural (self) discharge of the battery will continue. Deep-discharge is irreversible. A battery whose health is sub-par may not recover.

Is your iPad Pro 11-inch, year 2020, 2nd-generation model? Is the exact same model?
Is it running iPadOS 14.4?
I have drained down the battery to 0 before, the dictation is already disabled, but the screen annoying stuttering while scrolling up or down and swiping left or right and not always does not stop.

Be aware that completely draining an iPad battery is not recommended - as the battery may not recover. If a Li-ion battery is allowed to remain in a discharged state, the battery can suffer irreversible damage.

I didn't know that about new Li-ion batteries, because I used to do so in my very old iPad, in order to have accuracy in the percentage indications. I had it many years and the battery is still in an excellent condition.
Do you have any suggestions about charging/discharging this Li-ion battery?

At least I did the discharge correctly (like I did with the my old iPad) as you describe, meaning “immediate recharge as soon as the device shuts-off after active use of it”.
But from now on I won’t risk battery’s life again with fully discharges once in a while.
I reported it, and will just live with it, I guess.
