Why Apple TV+ is not available in Romania?

It’s a bit frustrating since most of the EU countries have it, yet for some reason Apple chose that Romania doesn’t qualify. I just bought an Apple TV (it has yet to arrive) and I realized that I bought it for nothing because I can only use it for screen mirroring.

Can someone from Apple Support answer this?!

When are you planning to roll out the service to Romania? Why haven’t you done it already? What is the issue?!
