I have a IPhone 11 and tried to get in doctor’s portal and it says my safari is outdated and to download a newer version when check download it only had downloads for computers and all Zi have is IPhone 11

I tried to get in my specialist portal that I have and it is saying that my safari is outdated and when I checked the download it said downloads were only good for computers and I am 73 and trying to figure out what to do!

Sounds like your portal does not support iPhones, you will need to use a computer. Is your iPhone running iOS 14.4? Settings > General > About > Version.
