AppleCare+ has to be purchased within 60-days of initial purchase. If your iPad is eligible, you will be able to initiate the purchase of AppleCare directly from iPad Settings.

AppleCare+ is not available in all countries/regions. Perhaps “Country B” is one of those where this cover is not available.
Thanks but your post doesn’t help. My iPad Pro was brought in Jan 2021 and until now, the purchase is still within 60 days. However, I checked “Settings —> General —> About —> I got “limited warranty” which is 1-year with every new Apple products. There is no option to lead me buy AppleCare+...
