Seems some stores and websites may only accept credit cards ?
(The website you are ordering from should show just what cards they will accept.)
You may be exceeding the daily limit on your card, if it has one ?
Your account balance may not be sufficient ?
Is the card renewed / expired ?
For the App Store and iTunes etc., your card may not be listed in your Apple ID account
