iPhone is off but still shows in finder as syncing

iPhone 11 Pro (ios 14.4) always shows as "syncing" in finder (Big Sur 11.2.2). This occurs even when turned off or not on the same network, i.e. away from home. I've tried turning of the sync/backup, turning off the phone and even force quit finder/reload and it is still there. So, in order to do updates which require a restart I have to turn my mini off by holding the power button because every time I try to restart via menus or after an update I get an error message saying an ios device is still being synced. Any ideas about to stop this? Thanks

It is our understanding from your post that Finder shows it is syncing with your iPhone even when the iPhone is not connected to your Mac mini. We recommend testing the issue while your Mac is in safe mode.  The following article has the steps you will need to test the issue in safe mode:

 

How to use safe mode on your Mac - Apple Support


"Safe mode prevents your Mac from loading certain software as it starts up, including login items, system extensions not required by macOS, and fonts not installed by macOS. It also does a basic check of your startup disk, similar to using First Aid in Disk Utility. And it deletes some system caches, including font caches and the kernel cache, which are automatically created again as needed."
