It will not accept my visa debit card as a payment method

Try the Following:


A. Start Here: Verify if it is an option for you to use. Go Here: Payment Methods that you can Use with your Apple ID - Apple Support


B. Contact your Bank:

If it is not going through, then perhaps your financial institution (i.e. bank) may be seeing this as a fraudulent transaction (though that may not be the case). So, call them, letting know that all is OK.


If Unsuccessful...


C. Contact Apple Support:

As you might suspect, no one here would know the reason for this occurrence, of course. No one here has access to your account information (and that is a good thing, BTW). So, contact Apple Support. They’ll know why this occurred and will run you right through the fix.

Contact Apple Support:

Note: Phone calls are taking a bit to go through at the moment, due to lots of calls. With the Coronavirus Pandemic, many are at home at the moment, with much time on their hands to contact Apple. So, just stay on the line, and you will get through :)

If you still cannot add it, then I would contact Apple Support. They'll see this from their side, and will run you through the fix.
