I want to turn off outgoing text message sounds without affecting the incoming sounds. I understand currently that turning off text sounds also turns off the incoming sound.

You are correct. The outgoing sound cannot set to OFF or changed, at present, for the Messages app. Furthermore, if you want to suggest this feature to Apple then please leave feedback here ➔ Product Feedback - Apple

There is no setting to do that. You can disable sounds, but not just for outgoing. You can submit feedback to Apple about changes you’d like to see at -> Product Feedback - Apple
