Is this a bug or is it supposed to be?

When you tap the Home button, the top black screen pops up. Is this how it should be or is it a marriage? It is very inconvenient when using the phone.

No, it is not a bug, it is intended behavior. It is a feature of iOS called “Reachability”. The purpose of the feature is to help people be able to reach and tap items on the top half of the screen when using their iPhone with one hand.

Note: if you don't like Reachability sliding your screen down, you can fix it by turning Reachability off in the iPhone settings app (on iOS 14, go to "Settings", then tap on "Accessibility" and under "Touch" turn off the switch next to "Reachability").
