Unable to set up ECG feature on my Apple Watch

I am unable to set up eco and defibrillator features.

Apple watch doesn't have a defibrillator feature and for ECG try here;

Taking an ECG with the ECG app on Apple Watch Series 4, Series 5, or Series 6 – Apple Support
