Are you using a regular iPhone SIM? Most Carrier phone SIMs will not function when used with a tablet/iPad.
iPad cannot access Cellular calling and messaging features that are provisioned on phone SIMs. For iPad, you generally require a DataSIM - this being provisioned for IP Data only.
