Book publishing - `Agreements error code 401

Hi, I am trying to publish a book on itunes connect for the first time.

1) I have tried to access "Agreements" but keep getting this error (see below full error message).

2) I have created an itunes connect account but I am unable to go any further from this screen (as if the icons don't work which i put down to the agreement which I cannot sign so I am going around in circles.)
