IPhone 12 Pro Max no cellular or personal hotspot settings

Hi, I have a "stupid" question :D . When I go to setting on my iPhone 12 pro max I have no cellular settings, only Wi-Fi, Bluetooth, and Mobile Data. Also, there is no Personal Hotspot. Am I missing something in config and is this "normal" behavior. Btw I did all updates, I tried different sim cards also I did network reset, then full reset, but nothing is changing.

in some countries it's called cellular and in some countries it's mobile data


in mobile data on my phone personal hotspot is the 3th item in the list under mobile data options


some report that if the carrier choose not to support hotspot or wish the user to subscribe and pay for the service

then it will not show up by default
