Yes, from the camera roll, unless iCloud Photo Library is enabled. See About backups for iPhone, iPad, and iPod touch - Apple Support for details.

See Transfer photos and videos from your iPhone, iPad, or iPod touch - Apple Support to get usable copies on your computer. Apple doesn't provide a mechanism for reading data out of the backup set.
