Some things you can try. Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
In some locations, you can use a phone number instead of an email address as your Apple ID.
If you have another iPhone you can try setting up iCloud with your Apple ID on that device. Sign in with your Apple ID, then follow the onscreen steps to start using iCloud.
Or, if you already have an Apple ID set up with iCloud, sign in with that Apple ID instead.
