If you trade in your iPhone for a newer device and the device that you are trading in has apple care, can that coverage transfer over to your newer device or would you have to purchase a new apple care plan?

You would need to cancel the plan on your old device and purchase a plan for the new one. To cancel, see information in: Cancel or change the payment method for your AppleCare plan - Apple Support
