Can I stream or mirror from my ipad pro to the apple TV app on my LG TV?

No. Not the app.


The TV itself must support AirPlay for that to work, or as Apple phrases it:


AirPlay 2-compatible smart TVs with the label "Works with Apple AirPlay"

AirPlay system requirements - Apple Support


For TVs lacking AirPlay, you could conceivably cable this via HDMI, or via an Apple TV box and its connection.
