Apps say waiting, it's been at least 90 minutes. What do we do?

Make sure iPhone is connected to a strong WiFi, both of them. And make sure it’s connected to power.

It can take a number of hours before all of the content is transferred if you are restoring a backup, but if none of the apps at all have been completely downloaded, I would restart the new device and see if the apps resume downloading.
