I am assuming that you are speaking about the White Balance when editing a photo. If it is not the case then please provide details related to your question.

Yes there is a White Balance adjustment in Photos however it is available when you edit the photo.

Open the Photo that you wish to edit ➔ EDIT (Top Right Corner) ➔ WARMTH from the settings at bottom. See Image below.
