Problem with popup ads

Continually receive popup request to "Agree" with cookies however if click on either red "Agree" or green "change preferences" button they go to ads on other websites. I have gone into Preferences to stop popups but they continue and allowed cookies to the web page but it continues to show popup.

At the same time a 2nd popup appears with an ad. How can I stop these huge popups?

Thank you very much for your thorough, fast, and helpful response. I tried everything (again) except the etrecheck for the first time. I guess my only solution is to purchase a new PC. The results of the test showed I did not have a backup and more importantly my iMac 2009 is outdated with 32 bit instead of 64. Just have to face "reality". Thanks again.
