Yes you can but it gets involved.

Netflix versions go all the way back to iOS 5.1.1.

Here's the only way to attempt to do this now.

If you own much newer iOS device that can run either iOS 12 and.or iOS/iPadOS 13 and later, you can install the most recent app/s onto that more recent iOS device.

Then go back to your older iPad, open the iOS App Store, go to the Purchases section of the store app, search for the app/s you wish to try and download to that older iPad and see if an older version of the app is allowed to be downloaded/installed to that older iPad.

These newer iOS/iPadOS devices must use your same Apple ID user account and password as the older device you ard trying to get an older app for.

Failing that OR IF NO joy, then there is nothing more to be done.

It's 2021 now!

You own an almost 11-year old iPad.

A lot has changed with iPad/iOS/iPadOS in 11 years!

If you need/want an iPad with an up to date iPadOS with access to current, updated apps, then you really need to seriously consider a purchase of a new iPad model OR a much, MUCH “newer” and less expensive, used iPad models, from better known, trusted Apple product/device retailers/resellers, locally or online, capable of running the latest iPadOS versions.

There are PLENTY of newer, older iPad models that can run the latest, current versions of iPadOS.

Well, you need to know that Netflix is one of the very few exceptions for available apps.

There is NO more support from Apple, NOR anymore third party apps that support that old a device, any longer, either.

If you can, find a way to back up everything on this iPad, because when something goes wrong with this device, like a failed battery or it goes into restore mode, that iPad maybe done for good.

You will lose all data and existing older third party apps on that iPad, rendering it an almost useless device.

IF you want to keep that old iPad going and save all the data and apps, on this old iPad, onto a full computer, such as a Mac or Windows PC, and want to be able to re-install these old apps to your old iPad, from a computer backup, look at an app for Mac or Windows PC, called iMazing.

If no full computer, then there is nothing more to be done.

I am giving you some serious, free “heads up” advice here.

If you haven’ t done anything to backup everything on this iPad, now would be a good time to start.

Best of Luck to You!
