It means you have some sort of network issue while attempting to boot into Internet Recovery Mode or to the online Apple Diagnostics. You can try a PRAM Reset and try rebooting the router making sure to wait at least five minutes to give the router time to finish booting.
Even better is to connect the Mac directly to the router using an Ethernet cable and any necessary adapter to get a faster more reliable network connection that also bypasses any possible WiFi issues which can be extremely hard to troubleshoot.
