Ipad disabled cannot restore/update

My daughter's iPad mini was disabled and so I tried to restore and update. After connecting it to our MacBook, tried to restore and update, in the end, it shows an error that says the iPad cannot be restored. I have erased the account from iCloud but it didn't help either. Is there another way I missed? I appreciate Apple's security and the jailbreaking protocol, but this is frustrating to genuine cases.

Having no idea what you may, or may not, have tried - this support page addressees error #9:

If you see error 9, 4005, 4013 or 4014 when you restore your iOS device – Apple Support

Thanks for your reply Sherman. Of course I did that. I restored, update. But after Mac downloaded updates, the IPad shows message “cannot update/restore iPad, unknown error(9) then later on (2015). I followed thread about this error as well but still no luck
