iPhone XR stuck in recovery mode

I recently forgot my iPhone password and I tried restoring it but it isnt working and now is stuck in recovery mode, is there a cost to get it out of there?

This should have been your remedy for forgotten passcode

If you forgot the passcode on your iPhone, or your iPhone is disabled

Now I think you need to use this method

If you see the Restore screen on your iPhone, iPad, or iPod touch

or this

If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support
