Apple ID on new phone is wrong
I bought a new phone for my husband and we are doing the setup. I’m setting up the iTunes and section and the Apple ID name is not his.

We'd be happy to help with the Apple ID confusion when setting up the new device.
If they're restoring from a backup, or using Quick Start, and get prompted for an unknown Apple ID, this may be related to a couple things. One would be that the app/song that it's trying to download or update would be linked to an Apple ID other than their own. In this case, the best course of action would be to delete it from the device, and then re-obtain it on their own account.
If it looks like there's a different account that's signed in, they can login to their own by heading to Settings > [their name] > Sign Out, then proceed to sign in with the correct details.
If you instead mean that the first and last name it shows for the account is wrong, but the rest of the info (email address) is correct, they can manage that here: Manage your Apple ID
