Cant get my calendar to sync with my other devices

Settings > [Your Name / AppleID] > iCloud > Calendars - set to ON

I received the iPad Air as a gift from someone who got a new one It is from 2013-14 It is running OS 12.5.1 and will not update to any newer version. My other devices are all running Catalina 10.15.7 or OS 14.4
Is this the problem?

Your iCloud Calendar on your iPad Air1 should sync perfectly well with devices running iPadOS 14.x and Mac.
