for some reason when I made a Apple ID and started to do family sharing for iTunes music when I tried to download music it said I couldn’t download music for 75 days

I think we're missing a lot of background story here (it would be great if you could include exact messages you see) but I suspect this support article may explain what you are seeing:
View and remove your associated devices in iTunes - http://support.apple.com/HT204074 - Read "More about associated devices" at the end where it refers to the 90 day wait. This applies to re-downloading past purchases (you can make new purchases), automatic downloads, and iCloud based services such as Family Sharing, Match, and Apple Music.
