downgrade IPAD IOS version

Other than a very short window of time following release of a new version of iOS/iPadOS - when it remains possible to restore the immediately preceding release - it is not possible to restore an earlier version of the OS. There is only a short period of overlap where both the new and immediately preceding versions can be (re)installed.

All OS updates are digitally signed by Apple - the digital signature being verified for validity during attempted installation. When a new version of the Operating System is released, Apple stop signing the older version and invalidate the corresponding digital signature. This mechanism intentionally prevents installation of older versions.

Regression to any other version of the OS is not possible.

I hope this additional clarification is helpful in understanding the intentional limitations of the update process.
