How to create a public account in Apple Music?

Hello, how to create a public account in Apple Music? I followed the instructions on the website (https://support.apple.com/en-us/HT207948#setup) and it didn't work for me. I stopped at point number 4. Because my device does not have a "Friends are listening" button. Please help me to solve the problem. Thank you in advance.
