Verification code to wrong number after its been changed in trusted numbers

The verification code for family sharing gets text to an old home telephone number. I have updated the trusted numbers in all Apple ID profiles , even though this number does not exist in any Apple ID we have. It may have been an iTunes number from way back, but the trusted numbers are all mobile numbers. Why does it continue to try to text the verification code to our old home phone number??
