Data transfer

My iPhone got immersed in water. Is there a way to transfer the data if it doesn’t power up?

Not if it won't power up, no.

Do you have a backup of your photos? Did you have iCloud Photo Library turned on? If you did then most of your photos are online and can be redownloaded. If not, Apple does not provide a service for recovering data from an inoperable unit that is not backed up. In most cases a "repair" by Apple entails immediate, entire replacement with a refurbished unit which means loss of all data, to then be restored from a backup.
