Not an Apple or Safari issue. Adobe no longer supports flash. Contact the site owner and ask them how to get on their webpage.
Do not accept any offer of a Flash Player download. Flash Player no longer exists and any such download will be 100% malware that will compromise your system.
Ignore the message. Flash is dead and never coming back.
