can apple change your charger cable if it is broken?

Re-read the original post. The OP is asking about the charging CABLE, not a power adapter and Apple still includes those. If they are broken due to a manufacturing failure during the warranty period they will replace them for free.

Apple no longer includes power adapters and headphones with iPhones and no it had absolutely nothing to do with people destroying them for fun.

If it is not user damage and is under warranty, yes.
