How does one retrieve the iCloud/iCloud Drive data from a laptop that won't complete startup?

What does one do to retrieve all the files (copy to another external SSD) associated with a dead laptop if target disk mode or sledding the SSD does not work, or if one wants to avoid the hassle of removing the SSD?

This is an early 2015 MacBook Pro 13" Retina.

Thank you.

If the data are in iCloud then simply sign into iCloud in preferences for an account on the other computer you are using, or on iCloud.com. If they aren't in iCloud then your options are pretty much as you stated.

Sign in to iCloud

https://www.icloud.com

Access your mail, contacts, calendars, Find My iPhone, iWork for iCloud beta, and more.

Set up and use iCloud Photos
