I have my True Tone on but the screen's tone won't change.
The True Tone is on. But the screen's tone won't change at all. It remains the same. I tried restarting the ipad but it's the same.

True Tone to automatically adapts the color and intensity of the display to match the light in your environment. Have you tested this in different environments and light settings to see if this has any impact on the issue?
If so, make sure iPadOS is up to date:
Update your iPhone, iPad, or iPod touch
After that, turn True Tone off, restart your iPad, and turn it back on. See if the issue is resolved.
