iwatch won't charge

Iwatch won't charge. less then a year old.

I tried hard restart, different charger, cleaned it. There is a connection and it recognizes the watch. It will just restart itself like 4 times and then give up. I click the crown and I have a green lightning bolt and the time but no charge. no navigation from that screen.n what do I need to do?
