i accidentally cleared my notes from iCloud and i want to get them back. i cant find them in recently deleted, i think they got permanently deleted. is there any way i can get them back?

If they are not in recently deleted, then they are gone. You only have 30 days to recover them from recently deleted. After that they are purged for good.
