I just opened a new Apple TV 4K device. The opening screen is on language selection and can't move to any other screen. Tried to reset the unit with the MENU + SCREEN buttons, but the phenomena remain the same.
When you have an Apple TV (4th generation or later) with the Siri Remote, and if you are new to that, then you may want to familiarize yourself with the touch surface, and how it can be used to swipe, tap softly, and deep-click.

I was used to old generation remote, hence was a bit confused :)
