Submit Mac app to the App Store WITHOUT Xcode

Hi, I want to submit a Mac app to the Mac App Store that was not built using Xcode. I know I have to pay for the Apple Developer program and that's fine. But can I submit apps built without Xcode?

I have the Apple Developer app and an Apple ID. I also am fine with purchasing an Apple Developer account.

Repurchasing apps over mac I purchased civilization 6 on my ipad, and its a great game. I was thinking to try it on mac with m1 chip, but it turns out I need to buy it again. I don't get why this is happening with apple trying to make a universal experience for their app store across iphone, ipad and mac. I understand they charge you seperatly when mac is still running on intel chips, since developers may need some extra effort to let the app run on different platform. But now if they could get an app run on m1 ipad, how hard is it to get it run on m1 mac?

How can I transfer in my app from the App Store to my MacBook Pro so that I could program it? I upgraded from a 2017 MacBook Pro to a 2019 MacBook Pro, and upon transferring it, transferring failed, and it deleted all of my files, including my app. Since it is in the App Store, can I download it as an IPA and then continue editing with Xcode? I am trying to promote the app so that it could be popular so that I could get some money from it. So, I am curious if I could be able to get my app back to develop if I don't put it in the cloud.

You will need a Mac with Xcode to submit,

or the Mac app Transporter.

Thank you. I have Xcode, I just didn't build my app with it.
