MacBook Air - starting with a circle and a line through it

Hi everyone,

can anyone assist me with fixing me macbook air. when i turn it on i get a black screen and in the centre is a white circle with a line through it- i followed the instructions on google on what to do. and its advised me to reinstall Mac0s but it wouldn't reinstall
