It’s called Activation Lock. If you do not know the Apple ID and Password it was originally set up with you are out of luck. It cannot be used. Better to properly recycle the phone. Did you find it? Turn it in to the police. Did you buy it from a third party you do not know? Nothing can be done to reset it. Only the original owner can help you.
