Setting up new iPhone

My dad is trying to set up his new phone however he only has one working apple device which is the phone. This is an issue because we can’t get the two factor authentication code to finished backing up his phone to be able to use it with only the one apple device. His iPad is too old to receive it and when we try to get it by logging into his iCloud account on a computer, it asks for a two factor authentication code that was sent to his phone to be able to continue thus just putting us in a loop with no solution.
