the watch has a green phone icon all the time
I have always a green phone icon on my watch. When I tap on it - it shows a contact details. Only restart of the watch helps to drop it.

Since you are saying that only a restart will clear it.
I would try unpairing the watch from your iPhone then pairing it back setting it up as new
