Terms and Conditions screen... can't create Child ID

For several days, I've been trying to use Family Sharing to create an ID for my daughter. I can't get past the terms and conditions screen. Yesterday, I was getting an error about a server problem, but today it just gets stuck without letting me "agree" to the terms.


I have tried on three different Apple devices. Is there a problem on the Apple end or with my account?

iPhone SE, iOS 13
