apple pencil wont pair

my apple pencil 2nd gen wont pair with my ipad air 4 after the 14.2.1 update so i tried forgetting the pencil from my bluetooth devices. now all it does is show a spinning pencil animation and nothing else. its neither charging nor connected. i have tried screwing the tip and restarting my device a few times but nothing seems to work. please help thanks.
