iPad and user created music

I have an iPad our organization uses to play custom cut and modified music for competitions. Currently I manage that with iTunes. BUT iTunes is being phased out of the iPad market in favor of Apple Music. I need to move custom music mp3 tracks from a MacBook Pro to an iPad and make a custom playlists for the events.

Apple Music only seems to provide retail available purchased music for building playlists, not allowing for upload of non-retail user created music. On the downside Apple Music is a subscription service where as iTunes was free with the OS.

iTunes was a FREE solution that provided this link between Macbook pro and iPad. It allowed me to build playlists with our music and move them very very easily between platforms.

Is there an App that can provide the simple ease of use functionality that iTunes provided?

That is not correct. You can add user-created or other non-Apple-obtained tracks to the Apple Music app exactly as you did with iTunes. The sync process to get the tracks from the computer onto the iPad works slightly differently (it is Finder-based) but gives the same result. I may have missed something. I am not seeing my iPad in the sidebar under locations. And before you ask I do have locations as an option for sidebar to include all devices. I am currently running Mojave on my MacBook OS, the iPad iOS is updated.
