The instructions below will work if you have forgotten a passcode but will not work if your device says it is disabled. For a disabled device you will have to use the instructions in this link:

If you’ve forgotten the passcode on your iPad, or your iPad is disabled

This will require a computer. If you do not have one then go to an Apple Store or ask a friend if you can use theirs.

For a forgotten passcode:

1. Use the Find My app, or a web browser signed into https://www.icloud.com/find , to erase the disabled device. More at iCloud: Erase your device with Find My iPhone - https://support.apple.com/guide/icloud/erase-your-device-mmfc0ef36f/icloud

2. Restore the device from its backup.

Even if you have no backup, if you were using some iCloud services to sync items such as Contacts or Photos those may reappear once you sign back into your iCloud account --> Set up iCloud on your iPhone, iPad, or iPod touch - https://support.apple.com/HT208681
