How can I update my iPad to 13.0 even though the update is not available?
A first generation iPad Air, iPad mini2 and mini3 can only be updated to iOS 12.5.1. With iOS 12.5.1 installed, you must have one of these three models.

Apple ended major update support for these models of iPad in September 2019 - although they since continue to received “point” security updates. These devices cannot be updated to iPadOS 13 (or any later major versions of iPadOS) as the internal hardware does not meet the minimum technical requirements (CPU and RAM) for newer versions of iOS/iPadOS.
Some App developers have dropped support for iOS versions preceding iOS 13.x for technical reasons (often because APIs or software libraries upon which they rely have been updated in the new version of iPadOS, making their App incompatible with earlier versions).
Whilst many App titles remain compatible with your iPad, if you want or need to access to Apps requiring the most recent versions of iOS, you’ll need to consider replacement of your iPad with a newer or current model that supports iPadOS14.

It depends on your iPad model.
Look at the back cover of your device and you should see an "Axxxx" code, where xxxx are four numbers.
When done, see this list for maximum iOS/iPadOS compatibility (if it can find any more recent version, it means that that model cannot support operating system version beyond the one that's currently running on it, because of hardware incompatibility).
If update in settings is telling you that your up to date, then you need a newer device. The iOS update system detects your hardware model and only makes the most recent version available. If yours supported anything newer than iOS 12.5.1, it would be iOS 14.4.1 since that is the latest.
Anything that can run iOS 13 can also run iOS 14 so they only get the latest. Anything that cannot run iOS 14 could not run iOS 13 so is limited to iOS 12 or older, depending on the model of the device.
There is no mechanism to select a particular iPadOS version to install.
