Your iPhone hardware would seem to be failing, then.
Whether it’s maybe a failed battery, or some other hardware issue?
Use the Get Support link in the upper right, and discuss your options with Apple.
Repairs past maybe a battery replacement—if that’s the issue here—probably aren’t the best course with an iPhone as old as the iPhone 6s Plus.

The iPhone is already disabled.
The contents are already permanently inaccessible, as it’s the passcode that allows decryption of device contents.
Efforts to re-set and re-enable the iPhone using the re-enable procedure have failed.
Failed re-set and re-enable efforts implies bad hardware.
Bad hardware can also explain the disabled-device that started all this.

Thanks for that advice but I tired this yesterday 3 times and in the middle the phone turned on and stopped the process. sigh.
So there isnt any other way to get pass that the disable apart from resetting it?
